Site settings on new tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3223.8 Safari/537.36

Steps to reproduce the problem:
1. Click on site info near the url
2. click site settings
3. opens a new tab for site settings

What is the expected behavior?
to view the site settings on the same tab.

What went wrong?
opens a new tab. That is not very good UI decision because when I use one site and disable some functionality I want to be on the same site, not to have to close the site settings tab.

Did this work before? N/A 

Chrome version: 63.0.3223.8  Channel: dev
OS Version: 6.3
Flash Version: 

I hope other users complain about this inconvenience.

Yep, the new behavior is awkward, the opened settings page is bloated, doesn't fit on one screen in case of a small popular laptop display. 

However, I doubt our complaints will change the outcome because the only reason to even consider this change must be the feature usage statistics are very low according to the automatically collected user data. I'm not surprised as I used this feature only a couple of times over the last ten years.
