Scrollbar isn't hidden after system preferences were changed

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 YaBrowser/17.9.0.2083 Yowser/2.5 Safari/537.36

Steps to reproduce the problem:
1. Enable "Always show scrollbars" in system preferences
2. Open Chromium and any site with scrolling
3. Go to preferences and disable always scrollbars

What is the expected behavior?
Scrollbars will be hidden if you're not scrolling.

What went wrong?
Scrollbars still present.

Chrome version: 63.0.3223.0  Channel: dev
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 26.0.0.151

It's also broken in a reverse order. If you're trying to enable scrollbars, it will show only white box for scrollbars, but without "bar".

I found with bisect that the bug was introduced in the https://chromium.googlesource.com/chromium/src/+/9cf04c9e74a140d91cea9602298cace5b6277a6f .
 
Mouse shouldn't be used (only standard touchpad on the MacBook).
In other words, all mouses (or the same devices) should be disabled (no usb/apple ports with mouses, etc).

Unable to reproduce the issue in MacBook Pro (Retina, 15-inch, Mid 2014) and Macbook air, 10.12.6 using chrome reported version #63.0.3223.0, latest dev #63.0.3230.0 and latest canary #63.0.3231.0.

Following are the steps followed to reproduce the issue.
------------
1. Enabled "Always show scrollbars" in system preferences.
2. Launched chrome and navigated to www.wikipedia.org with scrolling and observed that scrollbar was seen even when not scrolling.
3. Disabled always scrollbars from system preferences and navigated to www.wikipedia.org with scrolling and observed that scrollbar was hidden when not scrolling as expected.

Attaching screen cast for reference.

vladbelov@ - Could you please check the issue on latest dev #63.0.3230.0 or latest canary #63.0.3231.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

I used last dev build from here:

MacBook Pro (Retina, 15-inch, Mid 2015), no extensions, new profile. Also as I said before to reproduce this issue, mouse shouldn't be attached to the computer.

I found why you can't reproduce, you're pressing "Reload page". But a page is resizing before reload.
Also if you're enabling then you'll see white box before reload. This is the issue too. This works correctly before the commit in the post.
