Tapping on the link does not navigate to corresponding URL on touch device

Issue description

Chrome Version : 63.0.3231.0 d6cc8b72e6cc0d79db438da47fda28971880eb87-refs/heads/master@{#505897}
OS:Windows 10(Touch device)

What steps will reproduce the problem?
1.Launch chrome, tap on Avatar icon(at the top R.H.S.) > "Manage People" > "Add Person".
2.Then tap on "Learn more" link under "Supervise the person ...." option.
3.Try to tap on "www.chrome.com/manage" or "Help Center" links on the "What is a supervised user?" overlay and observe.

Actual: Tapping on the link does not navigate to corresponding URL.
Expected: Tapping on the links should navigate to corresponding URL.

This is a non-regression issue, seen from M-52 series from build #52.0.2725.0.

NOTE: This is a windows 10 touch specific issue not seen on other OS

Status: WontFix (was: Untriaged)
Supervised users are deprecated, and I don't think other features have these explanatory screens.
