Drop down menus and links stopped working

Issue description

Chrome Version       : <Version 61.0.3163.100 (Official Build) (64-bit)>
URLs (if applicable) : www.africantrailblazers.com
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE: Version 11.1593.14393.0 OK
Microsoft Edge: Version 38.14393.1066.0 OK

What steps will reproduce the problem? NIL

What is the expected result?
When drop down menu is clicked, it is supposed to open.
When links are clicked, they are supposed to link to respective parts of the webpage.

What happens instead?
Nothing

Tested the issue on windows 7 , mac os 10.12.6 and ubuntu 14.04 using chrome M61 #61.0.3163.100 and M63 #63.0.3230.0 and issue is not reproduced.

Able to click on dropdowns and links are working as expected.

@africantrailblazers-- Could you please provide us the sample test url / testcase where you are able to reproduce the issue and OS details  and also please send us the screencast of the steps to reproduce for better understanding.

Regrets for the comment #2 , Able to reproduce the issue with the given url "www.africantrailblazers.com" on windows 7 , mac os 10.12.6 and ubuntu 14.04 using chrome M63 #63.0.3230.0 and M61 #61.0.3163.100.

This is a regression issue broken in M61 .

Using the per-revision bisect providing the bisect results,
Good build: 61.0.3137.0 (Revision: 481056).
Bad build: 61.0.3138.0 (Revision: 481386).

You are probably looking for a change made after 481207 (known good), but no later than 481208 (first known bad).

An old version of jqyery scrollTo is being used in this file: http://www.africantrailblazers.com/js/smoothscroll.js

You need to update it; see similar reports here: https://github.com/flesler/jquery.localScroll/issues/38

@Dave Tapuska- Thanks for your advise! I've updated it and it works fine. However, as a matter of curiosity, how is that the old version worked perfectly fine until the Chrome update? 
@africantrailblazers We changed which element Chrome scrolled in Chrome 61 to match the specification and FireFox. The library you were using was detecting Chrome and using a quirk vs what it would use for other browsers. Now we match other browsers.
