OOPIF support in layout tests harness: History dump from all processes

We currently only dump history for a WebContents if it is in the same process as the main render frame of the "main" test window. For OOPIFs though, we should just dump history for all processes, once the logic is moved to the browser process.

AFAIK http/tests/security/mixedContent/insecure-iframe-in-main-frame.html is still failing (OTOH I haven't looked closely lately)
