What steps will reproduce the problem?
(1) At login screen, disconnect network, and click 'Add person' on the shelf.
(2) A network error screen is expected to be seen. Connect the network now.

What is the expected result?
When network is connected, the error screen should change to the Gaia screen.

What happens instead?
Sometimes, error screen stays forever even after network is connected (as can be checked by the system status area, and the drop down menu of the error screen page itself.)
