Avoid showing omnibox when focusing text field

Issue description

Filing a bug to track work for avoiding the double input boxes when inputting text into Chrome Home.

Today, in Chrome Home, focusing an input box (e.g. a message box for Facebook messenger) will cause a bottom message box and the omnibox to appear. This feels strange and can be confusing for users who see a double text box at the bottom. One potential solution we wanted to do would be to avoid showing the omnibox when the user focuses a text field and instead show a mini-status bar.

Thanks for catching this! This maybe a different issue, but this may be because the toolbar is still there when the keyboard appears. When I scroll down (and the toolbar hides) and then tap on the empty field to enter a message, the toolbar is gone. But otherwise it's there.

Showing the omnibox when focusing a text field was a strong requirement when we added support for hiding the omnibox on scroll.  It let's the user know that they can trust the site they're about to give data to.  As ktam@ mentioned, we'd have to find some other UI signal to show in it's place before we hide it.

@hannahs - you're able to hide the omnibox after focusing a text field?  That definitely shouldn't be the case.  Does it repro consistently for you?  Looks like you were using facebook.com as a repro site, right?

Chris will respond shortly with an alternate design for having the toolbar above the keyboard to show trusted UI.
