Remove IDs used in OutputProtectionProxy |

Issue descriptionWe are using the routing IDs here because PepperOutputProtectionMessageFilter needs it. See https://cs.chromium.org/chromium/src/chrome/browser/renderer_host/pepper/pepper_output_protection_message_filter.cc?rcl=7bcd8ebf585e65f1de1299858d3ddd37519ad186&l=68 After we deprecate OutputProtection PPAPI, we should be able to get rid of the IDs.

It seems both MediaCaptureDevicesDispatcher::IsInsecureCapturingInProgress() and OutputProtectionDelegate still need those IDs so we cannot remove them. |
