This is a different issue from Issue 747785.

What steps will reproduce the problem?
(1) Enable Chrome Home and have a few tabs opened
(2) Open tab switcher
(3) Click new tab button and tab stack button simultaneously (touch down tab stack button slightly before clicking new tab button)

What is the expected result?
- Either normal toolbar should dismiss or bottom sheet should be in half state.

What happens instead?
- NTP is showing in peek state.
