4.8%-144.7% regression in system_health.common_desktop at 504379:504545

I suspect "Add accessibility coverage to system_health benchmark." [1]. In particular, the regression is improves later but regresses again. This fits nicely with landing of [1], and its revert and re-landing.

Hopefully the bisect points out the culprit.

I don't see a bisect, and the link to the graphs isn't working for me. It might be an unrelated bug, but I also cannot switch users on the dashboard, which maybe why I cannot see the graphs.
