Box-shadows within tables trigger scrollbars on parent containers

Reported by s...@focusschoolsoftware.com, Oct 2 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
https://jsfiddle.net/7cw41x8e/

Steps to reproduce the problem:
1. Wrap a table in a container with overflow: auto
2. Add box-shadow to a <td> within the table that will "bleed" outside the container
3. The container shows a scrollbar so you can scroll to see the rest of the dropshadow

What is the expected behavior?
Box-shadow should not influence scrollbar behavior

What went wrong?
Box-shadow should not trigger scrollbars if they bleed outside the parent

Does it occur on multiple sites: Yes
