Unable to pan horizontally while pinch zooming when panning restricted by touch-action.

Issue description

Chrome Version: 61.0.3163.98 (Official Build) (32-bit)
OS: Android

What steps will reproduce the problem?
(1) Navigate to http://output.jsbin.com/wobulinimi
(2) Pinch zoom in to the green box.
(3) With two fingers still held down attempt to pan horizontally.

What is the expected result?
Expect to be able to pan horizontally while pinch zooming.

What happens instead?
Horizontal panning seems to be prevented even while pinch zooming.

I'm not sure yet if this is a regression.

We questioned this behavior in the past when we matched Edge (and I seemed to have forgot).  Here is a TODO.

We need to reach out to Edge to know if they had a use-case for this.  If yes, we should fix the spec.  Otherwise, we should have both Chrome and Edge get fixed.
