Submit rule change to give Findit permission to commit the revert

After the change on Gerrit side, we need to add special submit rules to chromium/src to give Findit permission.

Blocking: 705790

Issue 762113 has been merged into this issue.

Status: Fixed (was: Started)

Close this bug since we got approval from chrome security to keep the current submit rule.
