Updates making elements display:none after document load aren't reflected in a11y tree

Issue description

Chrome Version: 63.0.3228.0 (Developer build)
OS: Chrome OS

When elements are hidden from the page after load using "display:none", they are not pruned from or updated in the accessibility tree.

The test at https://chromium-review.googlesource.com/c/chromium/src/+/695861 fails at HEAD. Note: if it were re-written to have the second button's div style hard-coded to "display:none" the test would pass.
