Update blink coordinate spaces doc to include root layer scrolling concepts

https://www.chromium.org/developers/design-documents/blink-coordinate-spaces does not mention root layer scrolling and will be wrong with root layer scrolling (a frame's contents "contents" will not include scroll offset as the LayoutView does that). We need to update this doc.

Hmm, I did update this doc a while ago.  "FrameView Content" exists as a distinct concept from "Document Content" because of RLS.

Don't we need to update the diagram at the top to have LayoutView be where the scroll offset is applied?
