Network tab, websocket, Frames tab, list possible to have 0 height, appears like websocket connection wasn't working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Have the client page make a valid WebSocket connection that sends frames back from the server.
2. In Dev tools, open up Network -> (select the websocket connection) -> Frames tab.
3. Drag the horizontal separator up to be flush with the bottom of the header to make the list of frames disappear

(Note: I do not remember dragging the separator up, but somehow it got into this state, possibly by different sizes of the whole DevTools section)

What is the expected behavior?
Expected that the list of data frames wouldn't disappear, or have a minimum height that always showed indication that frames had been sent if any had been sent at all.

What went wrong?
The separator bar made it appear as if no frames were being transferred from the server, and it was even possible that the bar went higher than the bottom of the table header.

I worry that someone might spend a lot of time wondering why their WebSocket connection wasn't working before realizing that the table's height shrunk to zero; I know I almost did.
