can't display Google Chrome in English

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:
chrome://settings/

Steps to reproduce the problem:
1. go to Chrome settings
2. go to Language section
3. click "Language"
4. click more (3 dots) next to "English"
5. "Display Google Chrome in this language" is grayed out.

What is the expected behavior?
I would like this option to be black and clickable, so I can switch to it.

What went wrong?
Option is grayed out without clear reason.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Current language is different than English. Checkbox next to grayed out option is unchecked.

Unable to reproduce.  I set the language to Korean, restarted, and tried to set the language back to English.  The item is not greyed out.

I think I never set my language to English?
What feedback you expect?
It works for you, doesn't work for me.
It this all?
All I can think about is attach a screen.

I confirmed it also on another computer - from another country, with another language set. It's all the same.

Also spell checking for English isn't available in these cases.

System of the other computer is Windows 7 Home Premium, and the Chrome version there - the same as mine: 61.0.

Unable to reproduce the issue on windows 10 using chrome M61 #61.0.3163.100 and M63 #63.0.3236.0 .

Attached screencast for reference.

@ kreska07-- Could you please try in fresh chrome profile without any extensions and flags enabled and update us with your observations.

I created a new profile. The pop-up appeard informing about new extension - Skype to call, but I clicked on it and removed this extension.
I'm not sure what are the flags but I didn't do anything beside that so I suppose that it is now fresh.

Please don't respond "works for me". Sorry but I don't really care about that. I believe that it works, probably for most of people, but for ME it doesn't - this is the problem.

I don't need your videos where you show that it works.

But of you want, I can provide such video showing that it isn't.

Sorry for be mean but it really looks like just buying some time, or hoping that I forget/don't respond.

Tested on latest Chrome Stable #62.0.3202.62, Canary #64.0.3249.2 on Windows 10 and able to reproduce the issue.

This is a non-regression issue and able to reproduce from M-58 #58.0.3021.0 (Since material design UI has been introduced). Marking it as untriaged so that issue gets addressed.

Attached the screencast for reference.

On Mac 10.12.6 and Ubuntu 14.04 unable to reproduce the issue as "Display Google Chrome in this language" option is not available.

I was able to reproduce this issue in Chrome devices too using our test accounts.
Stable Channel: 62.0.3202.82 (also in Windows 10), Beta Channel: 63.0.3239.42, Dev Channel: 64.0.3261.0, Canary Channel: 64.0.3261.0

Any help will be much appreciated. Willing to provide any information you'll need to proceed with the investigation, just let us know what are those information. Thanks in advance!
