opacity table cell has content of previous cell

Steps to reproduce the problem:
1. Open in Chromium v61.xx html document:

What is the expected behavior?
Table with 1 row and 2 cells. First cell with "AAA", second is empty.

What went wrong?
Table with 1 row and 2 cells. First cell with "AAA", second cell with "AAA".

Able to reproduce this issue on Windows-10 HiDpi machine using chrome latest stable #61.0.3163.100, this issue is not observed on Linux and Mac OS

1. Unable to perform per revision bisect in windows due to some error while invoking the builds, so providing manual CL above
2. This is a regression issue seen on M61, hence adding RB-Stable. Please feel free to remove if this is not the case.
