Add 4K vp8 videos for video_PlaybackPerf |

Issue descriptionThe size of vp8 videos in video_PlaybackPerf is 1920x1080 now. We should add vp8 4k videos to measure its playback performance.

I created and uploaded vp8 600frames 30fps video as follows. $ gsutil cp gs://chromiumos-test-assets-public/Shaka-Dash/2160_vp8.webm ./ $ ffmpeg -i 2160_vp8.webm -an -sn -vcodec copy -vframes 600 2160_vp8_600frames.vp8.webm $ gsutil cp 2160_vp8_600frames.vp8.webm gs://chromiumos-test-assets-public/Shaka-Dash/
