TouchPad Scrolling doesn't Work on any page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open any page that allows to scroll up and down
2. Try to scroll
3. No response from twofinger scroll

What is the expected behavior?
Being able to scroll on any page

What went wrong?
I'm unable to scroll at all using touchpad, drivers are up to date.

Did this work before? N/A 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0

Touch Scrolling on touchscreen devices
You may need to specify which touch device to use. Find your touchscreen device with xinput list then launch Chromium with the --touch-devices=x parameter, where "x" is the id of your device.
Note: If the device is designated as a slave pointer, using this may not work, use the master pointer's ID instead.

FOund this, is it helpfull? how do i know the id of my touch?

Tested on reported Chrome version #61.0.3163.100, latest Stable #62.0.3202.62 and latest Canary #64.0.3249.0 on Windows 10 and unable to reproduce the issue mentioned on the device Dell Precision M3800.

@josefilipealves1-- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists. You can also try by updating your Chrome to latest Stable version.

If the issue is still reproduced, please provide the details of the device used.
