Figure out what causes aggressive scanning behavior

Issue description

Filed based on feedback report ID 73569066368 on Caroline.

User complains that the wifi claims to be connected, but webpages won't load. In the past, this was believed to be a wpa-supplicant issue with
a stuck scheduled scan, but this is running an OS version with the fix.
OS version here is 9592.94.0. 
The stuck scheduled scan went into 9592.85.0: https://chromium-review.googlesource.com/#/c/chromiumos/third_party/hostap/+/621255/

This also has slightly different symptoms. 
The user also complains about a "blue line" across the Network tab -
"What I did is open the wifi/ network tab and it stated I was connected and a blue line ran across the network tab towards the top right under the 'Network' name". Perhaps stevenjb@ can help with that. 

OS: R60/9592.94.0 

Attached: system logs and a screenshot of the scan happening every ~10 seconds or so.

Grep the scan request in shill, there are many of them during 10:34 ~ 10:37.
Looking at shill, see who triggered it that frequently.

I am seeing Service constructed/destroyed happened between each "scan on wlan0 from RequestScan".
Is there any update on this bug? is this bug still relevant?
