Perf on software raster dropped somewhere between M59 and M61

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Example URL:

Steps to reproduce the problem:
Visit any one of various sites including:
- Google Maps (any location)
- Google Drive Sheets (any new blank sheet will do)
- https://cryptowat.ch/bitfinex/btcusd

What is the expected behavior?
Responsive site with nominal CPU usage.

What went wrong?
CPU usage is pegged at 100% while tab is active and site responds very sluggishly, if at all.

Log Messages
GpuProcessHostUIShim: The GPU process exited normally. Everything is okay.

I have one other easily accessible computer to test this on with different hardware and it does NOT reproduce on that computer, performance is acceptable with hardware acceleration either on or off.

I can't reproduce this on my windows machine, but it has HW acceleration enabled for many things.

#3 that sure sounds similar.

Google Sheets uses canvas.
The stock tracker page uses canvas.
Google Maps uses canvas.
