When I select an href anchor tag, it does not work. On Firefox it works fine

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36 Example URL: https://william-normans-open-access-fossil-database.000webhostapp.com/index.php Steps to reproduce the problem: 1. Visit the website above 2. Click on the menu at the top right and select contact. 3. It does nothing but add to the url, showing there is an anchor link. What is the expected behavior? It should scroll to the bottom of the page What went wrong? Chrome has a bug. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes Not sure, the one just before the one I listed above Does this work in other browsers? Yes Chrome version: 61.0.3163.100 Channel: stable OS Version: 8.1 Flash Version: I know if I add <p> or <div> it fixes the issue, but that screws up my layout and interferes with my CSS

Meant to say: "Did this work before? Yes Not sure which version of chrome, the one just before the one I listed above."

Caused by an outdated jquery scroll plugin that doesn't handle the new spec-compliant behavior in Chrome 61 and newer. See issue 769341 or similar for details.
