Wrong color of cast button in incognito mode

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3228.0 Safari/537.36

Steps to reproduce the problem:
1. Press "Always show cast icon"
2. Open incognito window

What is the expected behavior?
Cast icon inverts color like other icons and buttons

What went wrong?
Cast icon remains the same color

Did this work before? No 

Chrome version: 63.0.3228.0  Channel: canary
OS Version: 10.0

@Reporter:The reported behaviour is seen from the
 earlier versions of M57 and the cast feature isn't available
 prior to that mentioned milestone. As it doesn't seems to
 be an issue treating it as a feature request. Could you
 please confirm whether it is a feature request or an
 issue.

Well, since it's just a menu button that is not colored like the like it should be, I guess it's rather an issue than a feature request

As per comment#1 this issue is seen form introduction of cast feature from M57. Hence considering this as Non-regression and triaging as as Non-regression issue

It's possible to have a differently-colored icon shown just for incognito profiles. If the user has a custom theme installed (most people don't), the toolbar may not be dark grey though.

We could either use a lighter grey just for incognito, or for both incognito and normal profiles. Alan, what do you think?
