Since several updates (1-2 months ago) my mouse is moving interrupted whenever Chrome is doing something (loading a site etc)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3228.0 Safari/537.36

Steps to reproduce the problem:
1. install chrome canary in 2016
2. use it all the time
3. some time around august 2017 mouse is moving like something is holding it in place

What is the expected behavior?
chrome updates to have no impact on mouse movement

What went wrong?
mouse moves with interruptions like this was a pentium @90 mhz computer.

Did this work before? Yes 2-3 months ago, maybe less

Chrome version: 63.0.3228.0  Channel: canary
OS Version: 6.3
Flash Version: 

yes I know this is a low end device, but this did not happen before.

this lenovo ideapad S10e (x86 atom @1.60 GHz, 1.5 GB ram of which 500MB are free, fast samsung 850 ssd, I'm not swapping!) worked just fine until chrome updated recently.

using other browsers my mouse moves normally.

using chrome i get this mouse being locked on screen then released the locked again (all this very fast), perceived like when it happened in windows 3.1 when there was no more cpu cycles available to allocate to moving the mouse when a hungry app took control of cpu.

task manager shows chrome going full 100% cpu 

I'm seeing the similar behaviour (only much worse mouse being locked) in latest opera beta (Mozilla/5.0 (Windows NT 6.3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 OPR/48.0.2685.26)

Not having any issue at all - getting smooth mouse - with native Internet Explorer 8

system power policy is set to have cpu at max frequency
 
Though we could not test exactly the way mentioned in 
the steps by the reporter, which has a time constraint, we 
tried reproducing the issue with the reported chrome 
version 63.0.3228.0. But have seen nothing abnormal in 
the cursor movement while chrome is loading.

@Reporter: Could you please check the issue by creating a new 
profile with no apps, extensions and clearing the cookies.

I USED to have a Lenovo ideapad, but was totally hacked. I really loved mine!!!!
