Newly created chrome tab has different resolution

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open chrome browser
2. click 'new tab'
3. drag the new tab out so it becomes a separate window
4. the new tab will have resolution issues

What is the expected behavior?
normal rendering of the second chrome instance

What went wrong?
See attached picture.

Did this work before? Yes 60.0.3112

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

patrickbrycedemon@ Thanks for the issue.

Unable to reproduce the issue on Mac OS 10.12.6, Windows 7 and Ubuntu 14.04 using the latest Canary 63.0.3230.0 and latest Stable 61.0.3163.100 with the steps mentioned in the original comment and can see the new tab having the same resolution as the first tab.
Attached is the screen shot for the same. 

Request you to please retry the issue on a new Chrome profile without any flags/extensions and update the thread if there is any issue.
