Automatic switch off mobile and on safemode only

1. Safe mode
2. Open by safe mode only
3. 

What is the expected behavior?

What went wrong?
Only open in safe mode

Chrome version: 61.0.3163.98  Channel: stable
OS Version: 5.1
Flash Version: 59
