Clicks frequently ignored/show no effect on Mac OSX (controls seem to react, though)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Click on a link, button, anything that is clickable
2. You see the control reacting respectively, e.g. flashing
3. More often than not nothing happens (60-70%)

What is the expected behavior?
Depends on the control what you click.

What went wrong?
Nothing happens in most cases. I have to click again and again until the click is finally processed, but the control reacts every time visibly on my click. It's just that the respective action isn't processed somehow.

Chrome version: 61.0.3163.100  Channel: stable
OS Version: OS X 10.12.6
Flash Version: 

This behaviour started a few days ago, maybe around September 26th. Two colleagues have the same issue, others don't. It happens with my MacBook Pro, at home or in office (different networks). One colleague also has a Macbook Pro, but the other has an older device (different hardware, certainly no mouse problem). No other application is affected (all other applications react normally on clicks). Also, the Chrome tab stripe is working normally (OS controlled I guess). It's only the canvas of the browser that fails to respond properly to clicks. It's very clearly an issue with the browser to my colleagues and myself.

Indeed, I have Magnet installed! When I terminate it, everything is working again. Thank you very much!

I will track https://bugs.chromium.org/p/chromium/issues/detail?id=763642 now. Please decide whether you like to merge this ticket with #763642. Also #769752 looks like it could be merged with #763642. Thanks again!
