Hangouts App, "Service unavailable; try again later." at Auth

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36

Steps to reproduce the problem:
1. While not logged in to Chromium, Launch Google Hangout App
2. Enter Credentials

Error: Can't Sign in
Search unavailable; try again later.

What is the expected behavior?
Login via the app should start a sync session. 

What went wrong?
Login fails.

Did this work before? N/A 

Chrome version: 61.0.3163.79  Channel: n/a
OS Version: RHEL 6.9
Flash Version: Shockwave Flash 26.0 r0

I additionally have an issue with signing into Chromium using our own SAML/SSO signin flow. The same error message is displayed but it might be related, The steps to reproduce are using a gmail.com normal flow with a Google Authenticator.

Unable to reproduce the issue with the reported chrome 
version 63.0.3228.0 on windows 10 and Ubuntu 14.04.
Attaching the screen cast of the behaviour of hangouts 
app about it's sign-in.

@Reporter: Could you please clear the cookies and retry 
through creating a new profile and in incognito tab. Further 
feed-back from your end helps us to check the issue if it 
still persists.
