Background layer color doesn't match rendered content

Issue description

Chrome Version: 63.0.3227.0
OS: macOS 10.12.6 (16G29)

What steps will reproduce the problem?
(1) Visit a page with a solid background color, like this one:
    data:text/html,<body bgcolor=1e6041>
(2) Aggressively resize the window from the left or right edge.
(3) Watch the right edge of the page.

What is the expected result?
The background color shown by the browser process while waiting for a new frame from the renderer matches the color later drawn by the renderer.

What happens instead?
With some colors, the browser-drawn background color is noticeably different from the renderer-drawn background.

Is that the right crbug? It sounds like the conclusion was that they were using software rendering, which isn't the case here.
