Stop using an Alt-Svc if it serves up 5xx response

Project Member Reported by rch@chromium.org, Sep 29 2017

Issue description

From httpbis

"I think I should underscore my point - these hosts form a set of equivalent alternates. If one of them isn't working well for you - using another one is a sensible thing. Errors that seem to be about the host, rather than the resource, seem like valid input into that decision."

What's our current response to a 5xx?

Comment 2 by rch@chromium.org, Sep 29 2017

We treat it as a valid response.
Typo in title, perhaps "Stop using an Alt-Svc if it serves up 5xx response"

Comment 4 by b...@chromium.org, Oct 2 2017

Summary: Stop using an Alt-Svc if it serves up 5xx response (was: Stop using an Alt-Svc is it serves up 5xx response)
So if we get a transient 5xx from, say, bugs.chromium.org, we'd temporarily stop using QUIC for it?
