Chroe is unresponsive after connecting a second display

Issue description

Chrome Version:63.0.3228.0 (Official Build) unknown (32-bit) 

KEVIN

What steps will reproduce the problem?
(1) Connect external display (VGA to usb-c)
(2) laptop screen goes black and does not restore
(3) external display seems normal, I can navigate my mouse to and from the display but nothing on the external monitor responds.

Just realized I never explicitly specified, this happened on ChromeOS, not chrome the browser.
Which (usbc->vga) dongle do you use? 
No idea, sorry. This was a long time ago and I was borrowing a dongle from someone.
