Implement chrome://media-router-internals

The Home team uses the JS console on chrome://media-router opened in a tab to enter a Cast receiver IP address for debugging.

It would be simpler to provide an internals page with this ability (along with other useful debugging info as needed).  This would also mean they don't lose this ability with the Harmony rewrite.

This FR is to ship a bare bones internals page with IP entry for Cast devices.

We've started work on chrome://media-router-internals.

The primary focus (initially) is to show the internal state of the Media Router to help development/debugging/user support.

Assigning to zhaobin@ to consider this feature request for IP entry as a followup item.

Is this issue tracking the IP address entry specifically or generic improvements?

Let's file separate feature requests for new features on chrome://media-router-internals.
