Deprecate Rietveld support from WPT bots

As per the PSA (https://groups.google.com/a/google.com/d/topic/chrome-infrastructure-announce/lXX3I_R_eKM/discussion), Rietveld finally became read-only, which means we can remove a whole bunch of fallback from our codebase. Woohoo!
