permission dialog gets stuck upon getUserMedia

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Call getUserMedia() while page tab spinner is still loading.

What is the expected behavior?
Chrome permission request dialog shows up with a black overlay.

What went wrong?
The black overlay shows up but not the permission dialog. The dialog sometimes shows up after 10-20 seconds depend on the machine. This issue is present in Version 61.0.3163.100 but not in version 57.0.2987.133.

Did this work before? Yes 57.0.2987.133

Does this work in other browsers? Yes

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10
Flash Version: 1607 14393.1593

One may run into this issue if the Chrome permissions are not enabled before the last Chrome update and on Windows. 

Some Windows machines does not have this issue.
 
The black overlay is actually coming from our code(Modal). What happened was we are calling the dialog.show right before getUserMedia, and that is causing a permission request delay(performance wise). However, the delay we are seeing is not there is the previous version(57.0.2987.133). This issue might still be valid for investigation.

Ping: without a repro case it's difficult to track down what could be causing this. It's not clear what you mean when you say you call "dialog.show" - is that to show the overlay? Something else?
