[milo] fix build query limit

current builds are returned empty since
https://chromium-review.googlesource.com/#/c/659098/
which made it so that limit=0 means no builds are returned.

Looks like version deployed on Milo is 1af25a3, which is from Sep 28th. Someone need to re-deploy the app. Nodir, can you do that please?
