Page randomly scrolls when clicking

Project Member Reported by lfg@chromium.org, Sep 29 2017

Issue description

What steps will reproduce the problem?
1. Open a code review, for example https://chromium-review.googlesource.com/c/chromium/src/+/673124
2. Click "Show diffs"
3. Scroll down to the first file, and click on the last line of code shown for the first file (clicking on the number is fine, clicking on the code is broken).

What is the expected output?

No scrolling.

What do you see instead?

Window will scroll to a (random?) position.
