User level wallpaper policy doesn't apply if Device level wallpaper policy is configured |

Issue descriptionChrome Version: 60.0.3112.114 Chrome OS Version: 9592.96.0 Chrome OS Platform: Dell Chromebook 11 (3120) Steps To Reproduce: 1. Enable device-level wallpaper policy 2. Enable user-level wallpaper policy Expected Result: The device-level wallpaper shows up at the sign-in screen. When a user signs in, they get the user-level wallpaper policy Actual Result: The device-level wallpaper shows up at the sign-in screen. When a user signs in, they get a random wallpaper. If the device policy is disabled, the user policy works fine. How frequently does this problem reproduce? Always, reproduced on a test device as well. Workaround? No workaround found, besides not using the Device Wallpaper policy.
