[root layer scrolls] popups are painted in the wrong location

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Run chrome with flag --root-layer-scrolls
(2) Load https://bugs.chromium.org/p/chromium/issues/list
(3) Click on the dropdown box and observe

What is the expected result?
Dropdown elements should be visible properly
What happens instead?
Dropdown elments are cropped
Please use labels and text to provide additional information.
