Steps to reproduce the problem:
1. Launch Google chrome. Go to Settings -> Accessibility -> Turn on "Force Enable Zoom"
2. Go to youtube.com -> Play any video.
3. Go to full screen and then rotate to landscape mode.
4. Press back button 2 times.
5. Rotate to Portrait mode. Observe the zoomed out display of the page.

What is the expected behavior?
Page should not be zoomed out.

What went wrong?
The page is zoomed out.

This is a regression caused by patch: https://codereview.chromium.org/860283005.
If we revert this patch, issue gets fixed.
