What steps will reproduce the problem?
(1) Go to a page that scrolls, e.g. BBC.co.uk
(2) Wait 5 seconds for page to load (and no-auto-hide to finish)
(3) Scroll down

What is the expected result?

Toolbar hides

What happens instead?

Toolbar never hides and remains fixed.

Note: This is reproducible when Chrome Home is enabled and when it is disabled. Marking as RBB / Chrome Home hotlist as this will be exacerbate accidental swiping substantially (as I've already done multiple times)
