Pixels artifacts rendered randomly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

What is the expected behavior?

What went wrong?
SOmetimes the render of the page displays pixels artifacts over the layers, that randomly moves, and picks other colors from somewhere.

Sometimes opening the dev console, and navigating in the elements triggers that effect faster.

I have a dual monitor setup and the artifact only pops up on the main monitor (144hz). When dragging the chrome window between windows it appears when the midpoint of chrome window crosses the midpoint between screens.

Changing window width causes the effect to flicker on and off and adjusts which monitor it displays incorrectly on.

Areas where this happens: divs with borders generate visual artifacts

Closing for lack of feeedback. We can re-open if you can send us the contents of "chrome://gpu" and giving us more info on your monitor setup.

This does look like a graphics card issue, however.
