Create login stress test that doesn't start Android |

Issue descriptioncheets_StartAndroid.stress tries logging in to Chrome OS 10 times and start Android. When the test fails, it can be anything and thus it's hard to triage the issues. Create a test that doesn't start Android so we can tell which component is broken.
