[Payments] Clarify the relationship between billingAddress.recipient and cardholderName

Issue description

In BasicCardResponse[1], billingAddress is a PaymentAddress and contains |recipient|, but we also return |cardholderName|, which in Chrome can be a different name. 

I'm wondering if there is a world where they need to be different?

Feel free to mark as WontFix. But at least in Chrome UI it was somewhat confusing to me.

I believe it's possible for the two to differ. Let's say the name on card is "Jon Doe", for example. The name on the billing address does not have to be in the same format. For example:

1) You may be using a slightly different name on your address: "Jon V. Doe".

2) You may live with your spouse and always write your address as "Mr. and Mrs. Jon Doe".

3) This may be a business card, so the billing address would be your office, where you're required to write your name as "Attn: Jon Doe".

Unh, OK. It does complicate the UI somewhat, but I guess it's worth it...
