It is getting pulled in for a page that is used in the chaos lab https://cs.corp.google.com/chromeos_public/src/third_party/autotest/files/server/cros/chaos_lib/chaos_capture_analyzer.py?rcl=21cec27ba1a81672a6f50631dc470764e99eca0a&l=7 The file seems reasonably recently maintained so I assume it is still in use and required.

so i guess add a flag like "chaos_lab" or something and stick it behind that ? i'm not super familiar with the autotest framework.
