With network disabled, offline google docs are not accessible

Issue description

Chrome Version: Chrome OS 9765.72.0, 61.0.3163.108 beta build

Steps To Reproduce:

1. Open files app, goto Offline folder. Open Google docs (like gdoc, gsheet).
2. Google docs are successfully opened on browser.
3. Now disable the network and try to open Google docs from Offline folder. Or try opening offline Google docs from Gdrive.
4. 'No internet connection' is seen on the browser.
5. Now enable network and open web drive (drive.google.com).
6. Now repeat steps 1-3.
7. Observed that offline Google docs are successfully opened. 

Expected Result: 
With network disabled, offline Google docs (either from Offline folder or Gdrive) should open successfully and flawlessly.

Actual Result: 
With web drive not accessed and network is disabled, offline google docs are not opened from Offline /Gdrive folders. When once web drive is used and then network goes off, offline google docs are accessible.

mkarkada@ - To confirm, do you have Offline settings enabled for Doc/Sheets/Slides? If so, when the network is disabled, can you confirm that the files available offline via the web app (ex. docs.google.com) correspond to what is available or not? If the file is not available on the web app, we will not be able to open from Files app.
Hi weifangsun, Offline settings were enabled in my webdrive settings and those were the existing files of my Gdrive which I tried to access from Files app. But, at the time I tried to open these files, I hadn't explicitly accessed the drive online. 
Sorry to clarify - If you are offline and go to docs.google.com for example, are you seeing a difference in the files you can open from the website (not Drive) vs. Files app?
On latest M-61 beta build (Chrome OS 9765.73.0, 61.0.3163.110), with offline (i.e. network disabled) and go to docs.google.com / access offline files I'm seeing message display on browser as "Resource unavailable". Attached screenshot.

From the screenshot, it looks like you're trying to access a specific doc? The first test would be to go specifically docs.google.com. If the file you are trying to open is available in the list from the homepage, but won't open, then we should investigate more.
Hi weifangsun, I had made some specific Gdocs available for offline access. With valid network, then try to open these files from offline folder of Files app. These files were opened successfully. Now I disabled network, and once again tried to open the same files from offline folder. I also tried opening these files from docs.google.com. In both the ways, offline files were not launched. May be this the expected behavior?

But with valid network and went to docs.google.com, I could see these specific files and opened them. Now, when I disabled network, and once again tried opening these files from docs.google.com or from offline folder (of Files app), these files were launched.

So, actually I have executed two different scenarios.

Discussed with mkarkada@ - For additional context, the docs.google.com site does not load when offline (even with the offline Settings enabled) in the case where the site has not yet been visited.

fukino@ - Is this the expected workflow for offline docs? Not sure if this is a result of docs or chrome os implementation.

I can't reproduce offline or online. Files open from the offline folder. 

Google Chrome	62.0.3202.82 (Official Build) (64-bit)
Revision	0
Platform	9901.66.0 (Official Build) stable-channel caroline
Firmware Version	Google_Caroline.7820.329.0

When online this is new behavior with V62, I do get an "error occurred" every time opening a Doc from all folders, not just the offline folder.

Opening a Sheet, produced this error but reload worked.

re comment 8, yes that is the way it works.

First time set up of CB > you have to open Drive or Docs while online before offline sync starts by default. If there are no gdocs, you will have to create one before offline sync starts.

If you disable offline in Drive or Docs settings > the site should not load. Not sure if that's only after a restart.

Enable offline again (while online) > you will have to wait for sync to finish which may require a restart to sync settings to Google account or at least a refresh of Drive or Docs.
I just want to add that I was the one that started the thread mentioned in comment 10 and would be grateful for a bug fix. I am attaching a screenshot basically showing the same issue as replicated in comment 11.

Confirmed that the behavior is working as currently expected.

Note: The error appearing from Comment #13 is tracked via  crbug.com/791073  and should be fixed with our M65 release.
