Have an option to explicitly change the time zone in which the data is displayed

Issue description

While I'm in the camp of UTC or Death, most people like local time.

Sometimes poor folks in EDT needs to look at PDT time offsets in separate services and doing mental calculation of the timestamps may lead to clerical errors.

The option could be semi-hidden but it's purely client side so this doesn't require any server change.

Workaround:
Changing the OS time zone manually and refreshing the page works. So at least there's that.
