Quick view: top bar grows when window is small.

What steps will reproduce the problem?
(1) Hit spacebar to preview a file in Files app
(2) Resize the window while Quick view is open


What is the expected result?
The window resizes smoothly and the top bar stays the same height.

What happens instead?
At some threshold the top bar increases in height. See screencast:

Please note: The build that I'm on had the preview broken, disregard that as a different bug has been filed.

This no longer seems to happen at ToT. The bar remains the same height at the smallest allowed window size.
