For all live NTPs, we should share any decoded logo/doodle information between them.  This avoid the duplicate memory usage, but also avoids the utility process spin up for downloaded images.

We might need to consider the case where Chrome is long lived and eventually we'd want to refresh the logo/doodle, so we might need some timeout to handle this (maybe we could clear the icon when Chrome is sent to the background or "something").
