Re-enable hardware vp8 support on Windows using the Microsoft VPx decoder.

Issue description

This was either accidentally or intentionally disabled via a combination of these two CLs:

There's not a lot of high resolution vp8 content, so it's ultimately not a huge problem, but we should try to enable it again if it's actually working.

John, do you remember why we don't have VP8 enabled with the Microsoft MFT? 
 
Yeah, when I originally tested this it didn't seem to work at all. I suspect Microsoft fixed their MFT since then, but it wasn't a high priority (like you say, there isn't much high-res VP8 content) so I didn't retest it to see if and when they fixed it.
Hmm, doesn't look like my GTX 1050Ti has hardware decoding support for vp8. Will try a build on an Intel machine.
Any follow up ? 
Haven't been able to test on a device where this actually works yet, sorry. Do you have this working locally?

Sure, I think it's fine to try and enable if you're sure it's stable. We had to disable in the past due to stability issues, so we'll need to blacklist this to known good intel drivers and higher.
Hi, all, sorry but a quick question. Does Microsoft HMFT also use "MSVP9DEC.dll" for VP8 decode?
